Measures for the Administration of Customs Comprehensive Bonded Areas to take effect on April 1

 This newspaper, Beijing, February 17th. The "Administrative Measures of the Customs of the People's Republic of China for Comprehensive Bonded Zones" (hereinafter referred to as the "Administrative Measures for Comprehensive Bonded Zones") will come into force on April 1. The "Administrative Measures for Comprehensive Bonded Zones" comprehensively deploys to improve the standardization and legalization of comprehensive bonded zone management from the aspects of integrating and consolidating comprehensive bonded zone policies and measures, reflecting the new functions of customs agency reform, reserving development space, and strengthening collaborative governance.



Up to now, the number of comprehensive bonded zones in my country has reached 155, accounting for 92.8% of the existing special customs supervision areas, and they have become the absolute main force of customs special supervision areas. In 2021, the national comprehensive bonded zone will realize the import and export value of 5.9 trillion yuan, a year-on-year increase of 23.8%, which is 2.4 percentage points higher than the national foreign trade import and export growth of 21.4% in the same period, accounting for 15.1% of the national foreign trade import and export value in the same period. The contribution rate is 16.5%.


The General Administration of Customs of China issued the "Administrative Measures for the Comprehensive Bonded Zone of the Customs of the People's Republic of China", which will take effect on April 1, to further improve the standardization and legalization of the management of the comprehensive bonded area, and optimize the business environment of the comprehensive bonded area. On the whole, the development of China's comprehensive bonded zones has the following characteristics:

The effect of undertaking industrial transfer in the central and western regions is remarkable. The 74 comprehensive bonded zones in the central and western regions and the three northeastern provinces performed outstandingly in processing trade. Last year, the import and export value of processing trade was 1.73 trillion yuan, accounting for 64.8% of the national comprehensive bonded zone processing trade import and export value during the same period.


The development vitality has been significantly enhanced, and the emerging business types have continued to grow rapidly. In 2021, the industry in the national comprehensive bonded zone will be upgraded steadily, and the import and export value of the bonded maintenance business will be 185.67 billion yuan, a year-on-year increase of 3.8%.
